(01) RESEARCH CONSULTANT FOSTER CARE AND COMMUNITY INTEGRATED SOS FAMIUES (M/F)

SOS Children’s Villages Organisation established in 1949 is a social development organisation working globally to meet the needs and protect the interests and rights of children who are at risk of losing parental care and children without parental care. SOS Children’s Villages international is the umbrella organisation that provides support and guidance to SOS member associations in over 132 countries worldwide.

As part of its strategic planning, SOS Children’s Villages is in the process of recruiting (02) Research Consultants to conduct a feasibility study work, including assessment of its educational and medical facilities, (01) Research Consultant to assess the foster care and community integrated families situation in Cote d’Ivoire in terms of supporting factors, national circumstances and legislation thereby developing a realistic concept note on the two innovative family based care approaches of SOS Children’s Village Programme, Abobo-Gare and (02) Programme Directors to lead planning, implementation, monitoring and evaluation of the children’s village programmes in Abobo-Gare and Yamoussoukro, in accordance with the organisational standards and strategies.

(01) RESEARCH CONSULTANT FOSTER CARE AND COMMUNITY INTEGRATED SOS FAMIUES (M/F)

Tasks and responsibilities :

·         Assess the exiting Foster care system in Cote d’Ivoire
·         Analyse existing legal framework / legal requirements that one needs to be aware of on a national/district and/or provincial level about foster care
·         Assess and discuss critical points for implementation of foster care and integrated families approaches in Cote d’Ivoire (Abobo-Gare)
·         Analyse the socio-cultural, sodo-economic implications of the two innovative care approaches (Foster care and Integrated Families)
·         Come-up with a clear profile of a foster care family.
·         Examine the possibility of acquiring plots of land in a government allocated area for establishing the proposed integrated families and assess the likelihood of better integration for the beneficiaries of this type of care.
·         Analyse the current response from the government, NGOs and other stakeholders concerning the foster care not only in Abobo-Gare but Cote d’Ivoire in general.
·         Present a realistic, well informed concept note for Foster Care approach and Integrated family structure in Cote d’Ivoire (Abobo-Gare)

Profile :

Senior consultant with proven

·         experience in social and humanitarian research
·         Knowledge of the UN Guidelines on Alternative Care of Children especially as it relates to Foster care.
·         Thorough understanding of the situation of children without parental care and those at risk of losing parental care, national legislation, government and nongovernmental programmes, policies and strategies related to this target group children and foster care system, child’s rights, child protection issues, predominant child rights violations and the socio-economic situation in the country.
·         Social -science background e.g. higher education in social work, psychology, social pedagogy, community development.
·         Capacity to provide quality concept note on foster care (English and French) in a short period of time.
