POSITION SUMMARY:
Reporting to the Monitoring & Evaluation Technical Advisor, the Monitoring & Evaluation Technical Officer will monitor and coordinate all aspects of data collection, flow, assimilation and analysis, and also undertake monitoring and evaluation of the projects, which will include working closely with the M&E TA, the Technical Team at Head Office, Regional Coordinators, partners (Government departments, CBOs and NGOs), plus experts and consultants.
DUTIES AND RESPONSIBILITIES:
- Provide M&E technical assistance to CBOs and NGOs, including review of performance and quality of service delivery;
- Build the capacity of CBOs and NGOs as well as ICAP-seconded Peer Outreach teams and lay counselors to implement M&E aspects of the program;
- Provide regular technical support and supervision to ICAP-SA seconded Peer Outreach teams in the regions;
- Conduct regular site visits to ICAP-supported facilities of CBOs and NGOs in the region and provide M&E technical support;
- Assist regional coordinators with the preparation of monthly and quarterly reports for the ICAP Technical Team, DOH, ICAP, donors and other partners;
- Design and implement data quality assurance with implementing partners;
- Participate in targeted evaluation activities as requested;
- Assist with special projects as needed;
- Complete monthly summary report/work plan;
- Introduce and manage appropriate, reliable and efficient systems of data collection and management that cater to all project, donor and DOH requirements;
- Ensure all appropriate sites and staff are able and equipped to collect and manage data through relevant training, coaching and consultation;
- Where necessary, train and coach relevant staff to use appropriate systems effectively;
- Collate, enter and analyze data and related information on an ongoing basis in order to identify potential challenges or problems, and take appropriate remedial action;
- Ensure appropriate and secure storage and backup of data;
- Perform other duties as assigned.
REQUIREMENTS:
- A Master’s degree in Public Health (Epidemiology, Biostatistics, Health Services, PhD will be an added advantage);
- A minimum of three (3) years’ experience;
- Experience in the design, implementation and management of health monitoring and evaluation systems;
- HIV/AIDS M&E experience is highly desirable;
- International health program development and project management experience;
- Field orientated and comfortable with a team approach to program implementation and the ability to manage several major activities simultaneously;
- Strong data management and analysis skills;
- High-level computer skills, including the ability to rapidly process and analyze data using the following: MS Excel, Access, SPSS and/or SAS, and Epi-info Windows;
- Advanced knowledge of electronic medical record systems and deployment of database systems for patient monitoring (preferred);
- Extensive experience in supervising staff with a demonstrated ability to motivate staff and build effective teams;
- Excellent English communication skills (both written and verbal);
- Strong interpersonal skills;
- The ability to build strong working relationships with local Government officials, international donors, and technical and administrative staff;
- Knowledge of and practical experience in health-related research and ethical requirements;
- Knowledge of and experience in health information management systems and database maintenance;
- Organizational and management skills.
