General description of the position:
LITP Programme Coordinator is in charge of the full implementation, management, monitoring and evaluation, and delivery of the overall activities in Rustaq, Tarkhar province, Afghanistan. He/she is responsible for the collaboration with the boundary partners, to build their capacities and of the management of LITP team. He/she will participate in the design/udpate of LIPT programme under the direct supervision of the Country Representative.

Context & Background:
Terre des hommes has been working in Afghanistan since 1995. It delivers three main services: Mother and Child Health, Child Protection Services through a Child Rights Consortium, and a Rural Livelihood Improvement Programme (LIPT) based in the rural northern Takhar Province.

The LIPT project is funded by the Swiss Development Cooperation (SDC). Its global aim is to offer the rural population new and improved livelihood options. The third phase has started in April 2012 and should see an increased involvement of the project in two thematic areas:
1. Natural Resource Management, soil conservation and fertility, pasture rehabilitation, reforestation and water management
2. Rural Economic Development; fruit and livestock value chain, cooperatives and women micro enterprises development, research and development of new innovative income activities. The projects works in close partnership with local partners (cooperatives, women, and farmer groups, watershed associations and water user groups. To assure long-term sustainability, the focus of the project lies in strengthening the local partners by capacity and institutional building processes.

Main responsibilities:
- To improve mountain agriculture and cropping techniques for rain fed agriculture (mainly wheat), including integrated pest management and disease control
- To manage natural resource including soil conservation, (contour lines, hedgerows, etc.) pasture improvement and reforestation, small scale irrigation and water use (micro-irrigation)
- To develop of new and innovative income generating activities for both men and women in rural areas with a focus on winter occupations
- To develop capacity and institution building with all 4 projects boundary partners: Cooperatives, Watershed Associations, Women groups and micro-enterprises, farmer and water user groups
Specific programme responsibilities:
- To deliver the programme according to agreed outcomes, within budget and on time. Programme management using the outcome mapping methodology developed during the planning phase
- To identify and assess suitable partner organisations for subcontracting, manage partnership agreements and capable of intervening and introducing innovative approaches in selected areas of interventions
- To initiate, promote and support local producer organisations capable of progressively taking over the project activities
- To develop and implement new and innovative solution to contribute to the main problems identified during previous project phases
- To assess and select local and international service providers appropriate to the following tasks. (Fruit and nuts value chain; Development of niche productions, Crafts and traditional industries; Dry food production; Livestock development and processing and marketing of by-products; Rain fed crop production and soil fertility and conservation ; Tree planting and husbandry)
Monitoring and reporting:
- To monitor the success of the project in achieving its expected outcomes, taking appropriate action as necessary
- To undertake desk-based research, visits and follow up of various research and pilot programs in order to improve specific program delivery
- To report, in consultation with Tdh’s Delegate and SDC’s representative, on the project success, as measured by expected outcomes and indicators
- To prepare narrative, statistical and financial reports for Tdh and SDC as required
- To demonstrate positive response to reviews, internal and external
Management of Human Resources in Rustaq:
- To guide and manage the staff of the area of intervention, especially LIPT team members
- To conduct regular coordination meetings and participate in Core Management team meetings in Kabul main office every month
- To ensure a positive working environment and good team dynamics, and solve out potential conflicts
- To undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Administration & Logistics Manager
- To update job descriptions of Rustaq staff if needed with Administration & Logistics Manager
- To ensure required recruitment of LIPT team and Rustaq staff Administration & Logistics Manager
Security focal point of Rustaq :
- To monitor the local security situation and inform both Security Officer and Country Representative
- To ensure that the security guidelines and procedures are respected in the area of intervention
- To attend required security meetings on a regular basis with the local authorities, ANSO and other INGOs, and exchange relevant information
- To identify the needs of improvement in term of security and safety, training of the staff included, and plan them in close collaboration with both Security Officer and Country Representative
Representation and coordination:
- To conduct regular meetings with the partners of the programme
- To act as a focal point with the local authorities and held regular meetings with them
- To ensure the communication with SDC and under the supervision of the Country Representative
Child protection policy:
- To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
- To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Afghanistan
- To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
Education: Educated to degree level in a related field such as rural development, agriculture economic with agro-processing expertise
Languages: Fluency in English and Dari is an asset
Experience: 5 years oversees INGO experience in difficult, hostile and/or isolated region. Previous experience in security and safety focal point highly recommended and in Finance and Logistics preferred.
Experience of NGO project management on the field mandatory and with working insecure environments. Work experience in development project or operations management under difficult circumstances. Experience in Afghanistan, region and/or with livelihood approach is a plus
Skills: Leadership, maturity and good judgement : able to act clearly and decisively in difficult, stressful conditions.
Knowledge of human resources management, funding agencies, good managerial and writing skills and technical skills on the area of agro processing and Rural Economic development.
Flexibility, strong adaptation skills, analytical and problem solving skills. Motivation for team work, ability to motivate and develop skills of others. Good computer knowledge
