Monitoring Leader


In the wake of movements for revolutionary change across the Arab Levant and Maghreb, civil protests against the Assad regime began in Syria in Spring 2011. Over the past 20 months, civil war has proliferated across the country. In the same period, the response by the regime has grown progressively more repressive and violent, culminating in the almost continuous use of heavy weaponry against densely populated urban areas in concert with indiscriminate shooting, arbitrary arrest, torture and killing of citizens by internal security forces. The IRC maintains humanitarian programming across the region focused on aiding those affected by the crisis. Programming is focusing on providing medical, protection as well as environmental health assistance, to those most in need.
SCOPE OF WORK:The role of the Monitoring Leader will be to set up and maintain a monitoring system to ensure that targeting of aid delivery and quality standards are applied across all programs for Syrians. This will include ensuring strong data collection regarding needs on the ground and program progress against planning across a number of programs (including commodity transfers as well as partner-led programs in NFI, medical and cash assistance).Review and analyze all data from programs, partners and assessment/monitoring teamto produce reports regarding planning verses actual and advise on changes to the monitoring system, various programs, or choice of partners in accordance with findings.
The Monitoring Leader will report to the Turkey/Jordan Country Director on daily issues, and to the Syria Principles Group for overall job performance, and will reside 50% in Jordan and 50% in Turkey.
RESPONSIBILITIES:
Grant Planning & Implementation • Responsible for all activities of the monitoring team, ensuring that grant work plans, budgets and timelines are followed • Review detailed monitoring plansproduced by the Data Collection Manager that support the overall grant timeline and completion date • Approve expenditures related to monitoring to designated level; manage/monitor monthly monitoring expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts • Make any required changes to the remote monitoring system as concerns or problems arise, in a timely manner. • Advise on outstanding needs identified through the needs assessment element of the monitoring project, suggesting future partner programming
Grant Monitoring & Reporting • Ensure all monitoring activities are fully documented, including systematic and timely data collection and reporting as required under the grant and for IRC M&E purposes • Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements. • Produce weekly and monthly analysis reports for both the monitoring focal points and the Syria Principles Group comparing planned verses actual activities. • Prepare and conduct monthly presentations for the Syria Principles group on data analysis and recommendations.
Technical • Provide Strategic and technical direction to all assessment and monitoring activities. • Design appropriate tools and methodologies for data collection, ensuring proper training and roll-out at the field level • Work with HQ IT to ensure management and analysis of data on both the CTS and the SDRI systems. Complete additional analysis when needed. • Advice on database and analysis tool structure and security
Coordination & Representation • Serve as the main focal person for all monitoring and assessment activities for crisis-affected Syrians. • Continuously liaise with the Monitoring focal points for Turkey, Jordan and HRP to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required. • Work closely with both the Monitoring focal points and the Data Collection Manager to ensure that both the program team and the monitoring team have access to all necessary information in a timely manner. • Use monitoring data to advocate within IRC (and externally when relevant) for appropriate assistance provision for conflict-affected Syrians.
Management • Directly supervise one Data Collection Manger who is responsible for 24 Assessors. Other • Consistently and proactively monitor/assess the safety and security of the team, and to the extent possible, of the partners; promptly reporting concerns or incidents to IRC management • Other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS
• Tertiary degree in social sciences; master’s degree preferred • Thorough knowledge of research methods in the social sciences • Minimum 3 years experience in humanitarian work • Strong skills in communications • Experience of coordinating humanitarian assessments • Knowledge of statistical principles and data analysis • Strong data report writing skills • Strong leadership, staff management and capacity building skills • Capacity to work in a fast paced environment and produce results under challenging conditions • Experience in project management and project design • Excellent communication skills (written and oral), cultural sensitivity, flexibility, ability to improvise, team player. • Experience with mobile data collection and database development • Regional experience preferred
WORK ENVIRNOMENT: The position will be provided team housing. The IRC’s security phase for the location to be based is currently yellow. Travel will also be required in sectors where the IRC’s security phase is orange.
